While TWIC has had a dynamic public relations history since its inception, this joint Transportation Security Administration (TSA) and U.S. Coast Guard (USCG) administered program is the first of its kind, in the modern era, to support maritime security risk reduction through identity management—and it has succeeded by establishing a risk mitigation baseline. To fully leverage TWIC, security officers must integrate it into the body of their overall security strategy. While those strategies are largely crafted to meet regulatory plan standards, shrewd security officers may want to build upon TWIC requirements to raise their identity management risk mitigation baseline.

Previously, as a senior official with the U.S. Transportation Security Administration, he designed the initial national transportation security program which improved security for maritime, rail, mass transit, highway, and pipeline conveyances and infrastructure.
